4.Expansion of police power highlighted by the War on Drugs

5.The rise of gangs, first as a self-defense for ghetto youth, then as the local kingpins and networks of the drug trade

6.Escalating crime rates in the 1980s and 1990s

This perfect storm created a toxic social and criminal justice environment. Chicago police, already with a long history of unnecessary violence, became notorious for torturing dozens of alleged gang members into confessions. Many of them spent decades in prison before being pardoned and released.
